FCC consent-revocation rules take effect (except 'revoke all')

Most of the FCC's 2024 revocation rules took effect: consumers may revoke consent by any reasonable means, and callers must honor opt-outs quickly. The 'revoke all' piece was put on hold by waiver.

What changed

Most of the FCC's 2024 consent-revocation rules took effect April 11, 2025. Consumers may revoke consent by any reasonable means, callers must honor opt-outs within the rule's time limits, and a one-time confirmation text is allowed. The 'revoke all' provision was delayed and later replaced (see the November 25, 2026 entry).

What it means for pay-per-call teams

Dialers and SMS tools need to catch opt-outs in any reasonable form (e.g., 'stop', 'quit', 'unsubscribe').

Checklist

  • Treat 'stop', 'quit', 'end', 'revoke', 'opt out', 'cancel' and 'unsubscribe' as opt-outs
  • Process opt-outs across dialer, SMS and CRM within the required time
  • Log every opt-out with a timestamp
